*Constitution Makes a Comeback in Congressional Race*

Dan Frank, the Constitution Party's congressional candidate for the 16th
District of Pennsylvania, isn't shy about making bold statements.

The *Reading Eagle* newspaper reports that at a debate with his
congressional opponents, Frank brandished a copy of the U.S. Constitution
and told the audience: "I will take this document extremely seriously; never
vote against this document."

When was the last time you heard your representative make that promise?

The 48-year-old Frank, who describes himself as a "normal, all-American"
guy, who likes muscle cars and lives in Ephrata Township, is a longtime
student of American politics. He lists, among his favorite reading material,
*A Nation of Sheep* (Andrew Napolitano), *The Creature from Jekyll Island: A
Second Look at the Federal Reserve* (G. Edward Griffin), and *War on the
Middle Class* (Lou Dobbs).

Frank, who works in the information technology industry and is a graduate of
the University of Maryland, is running as a third party candidate because he
is convinced that "this country has deviated so far from our Constitutional
principles, and the Constitution Party is the only party that is truly
dedicated to this effort."

Whether Republican John McCain or Democrat Barack Obama ends up in the White
House, Frank pessimistically predicts that the administration will be a
continuation of the worst policies of the George W. Bush years.

"There is not a dime's worth of difference [between the two], even factoring
in inflation. It will mean globalization, more lost jobs, more open borders,
more wars, more deficit spending, more total debt. America will continue its
serious downslide into the global abyss," he states.

Conversely, Frank is committed to advocating for the American worker by
withdrawing from the WTO, NAFTA, and CAFTA. He is also for securing our
borders, stopping corporate welfare, ending foreign oil dependence, ending
foreign aid, protecting civil liberties and property rights, bringing the
troops home from Iraq, and championing the sanctity of life. Gun Owners of
America, a pro-Second Amendment Group, and NumbersUSA, an immigration reform
group, have both given Frank's candidacy a thumbs up.

On the topic of education, he offers this blunt statement: "There is nothing
in our Constitution that even remotely authorizes any involvement by the
Federal Government in education --- nothing!"

The well-funded incumbent (there are also an independent and a Democrat
running) is Joe Pitts, a 68-year-old Republican who has already raised
$560,237 for this race. His district encompasses the western suburbs of
Philadelphia and the rural sections of Lancaster. It's not unusual to see
Amish housewives, Puerto Ricans and Chinese, retired transplants from New
York City, and 'Joe the plumber' or 'Tito the builder' types all shopping at
the same big box stores in Lancaster County.

If that diverse a constituency wasn't enough to keep one representative
fully occupied, Pitts still has energy for folks whose lifestyles are even
more off-the-grid than a buggy-driving Amish farmer. Pitts' website notes
that he is "focusing in particular on issues facing Burma, Pakistan,
Kashmir, Western Sahara, Central Asia and Afghanistan … "

Pitts has also bragged: "I am a free trader and believe that free trade
helps our Nation and the nations of the world."

Not surprisingly, Frank, who laments the loss of Pennsylvania's jobs to
those "nations of the world" (like when the famous Hershey chocolate factory
outsourced production to a plant in Mexico), describes his opponent as "a
career politician that has sold out to global interests. He does not uphold
his oath to the U.S. Constitution; in fact he couldn't even keep his pledge
to serve only 10 years."

Indeed, Pitts has been a pension-collecting pol for a long time. He served
in the Pennsylvania state legislature for 24 years and has been a member of
Congress since 1997.

As with most underdog candidates who are pro-limited government and are
running their campaigns on a shoestring budget, Frank has his work cut out
for him, especially in an age in which a wide swath of Americans have grown
fond of taxpayer-funded subsidies for everything from a college education to
cattle ranching to food stamps.

Frank, however, remains committed to the cause of liberty and self-reliance.
He collected over 2,200 signatures to get on the November ballot (1,900 is
the requirement) and has received a public endorsement from Chuck Baldwin,
the Constitution Party's presidential candidate. He is also working to
attract voters who were enthusiastic about Congressman Ron Paul's
presidential candidacy. (Paul received 22% of the votes in Lancaster County
in the April primary. Total number of votes cast in the county: 42,212.)

"As word gets out, we are getting more support for our campaign," says
Frank.

Win or lose, Dan Frank is already making plans to run again in 2010.

"On November 5th, I will begin campaigning for the next election."

PA 16th

Dear friends in Pennsylvania's 16th Congressional District,

You are fortunate to have a candidate for Congress who has gone out of the
way to be identified as a TRUE IMMIGRATION REFORM CANDIDATE.
Dan Frank was one of a small percentage of congressional candidates who
volunteered to take our very tough survey on where they stand on key
immigration issues. We don't require 100% agreement with our positions --
but pretty close. Dan Frank met our criteria as a TRUE REFORMER.

Please take a look at the survey here that compares the candidates in this
congressional race.
NON-PARTISAN ALERT: NumbersUSA is strictly non-partisan. In some Districts,
the True Reformer is a Democrat, others a Republican, others Libertarian,
Independent or Constitution Party.

Unfortunately, the incumbent in your District is only mediocre on
immigration issues, failing to provide leadership in fighting illegal
immigration or in protecting American workers from unfair foreign-labor
competition.

NumbersUSA never endorses candidates. We know you will cast your vote based
on many issues, as well as character and experience. But we hope you will
take into serious consideration the fact that you have a candidate in the
race who has pledged to be a leader in immigration reform when you vote
Tuesday.

Thanks for your concern on immigration issues,

Roy Beck
Founder & CEO, NumbersUSA
